iStockPhoto.com is a great source for photos which you can purchase the rights to for $1 - $6 and use in both your printed materials and web site. Photographers upload photos to iStock. In return they get a percentage from each sale (10 cents). I use my "royalties" to purchase more photos for my courses.
You should maintain a photo release for every person that is recognizable in photos used on the site. Here is a copy of the news release used by South Central College. You can modify it to meet your needs.
