The Domain Name
Every server on the Web has a unique address, much like your phone number or house address. It's difficult for us to remember numbers, so we use domain names instead.
A system has been implemented called the DNS (Domain Name Service) which ensures that every domain name in the world will be unique. InterNic was the original company that was in charge of keeping everyone's names unique but now there are several companies that offer this service.
You can determine if a domain name is available by using the "WhoIs" link on the InterNic page.
You can purchase a license to an original domain name for $17/year. It is recommended that you purchase the domain name for several years.

Once you determine if a name is available, go in and order the hosting service. During the ordering process you will be asked what domain you want to purchase. You don't have to do both things separately.
