It is up to you to supply the content for the site. The web programmer/designer's job is to present that material in an effective manner.
That means you should have all the photos and copy ready for the designer before you start building a site.

iStockPhoto.com is a great source for photos which you can purchase the rights to for $1 - $5 and use in both your printed materials and web site. Photographer's such as myself upload photos to iStock. In return we get a percentage from each sale (10 cents). I use my "royalties" to purchase more photos for my courses. Do a search on "peterj" to see my photos.
Also, you should maintain a photo release for every person that is recognizable in photos used on the site. Here is a copy of the news release used by South Central College. You can modify it to meet your needs.
